Rich Gaffin

Acting Director for International Banking

Rich Gaffin is the Acting Director for International Banking at the Office of the Comptroller of the Currency (OCC).

Mr. Gaffin is responsible for overseeing key international supervisory activities of the OCC. The International Banking division serves as the primary point of contact for international banking supervisors. The division coordinates bilateral meetings, information-sharing requests, facilitates the OCC’s foreign technical assistance program, and represents the OCC in the Association of Supervisors of Banks of the Americas. International Banking analyzes major international supervisory changes that affect domestic financial institutions and OCC supervisory policies.

Before his appointment as Acting Director for International Banking, Mr. Gaffin served for 14 years as Senior International Advisor at the OCC. Before that, he worked at the Office of Thrift Supervision.

Previous to his work in bank supervision, Mr. Gaffin served as a Foreign Service Officer at the U.S. Department of State, where he had assignments in Zurich, Beijing, Shanghai, Washington, D.C., and Brussels. During his foreign service career, he analyzed economic and financial markets trends in host countries, presented U.S. policy positions to host country officials, and arranged conferences and symposiums between U.S. and foreign experts.

Mr. Gaffin is a Chartered Financial Analyst. He holds a bachelor’s degree in philosophy from Calvin College (now Calvin University) and a master’s degree in international management from the American Graduate School of International Management, now the Thunderbird Graduate School of International Management at Arizona State University.
