President Donald J. Trump signed the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act into law on July 18, 2025, ushering in a new era of American innovation in financial services.
Under the leadership of the U.S. Secretary of the Treasury Scott Bessent, the Office of the Comptroller of the Currency (OCC) is implementing this landmark piece of legislation and establishing a regulatory framework for permitted payment stablecoin issuers.
The OCC is not yet accepting waivers or applications from payment stablecoin issuers. The OCC will begin accepting applications upon receiving final approval from the Office of Management and Budget of the information collection related to the application forms.
The OCC will announce when it begins accepting applications and waiver requests in a press release and will update this web page accordingly.
